Seems to me that restructuring the federal government is ‘phase II’ i.e, second term. Phase 1 is defeating the deep state.

Yep. AAMOF, every time my subfamily members start talking smack about Davos intelligence, I agree and say that the entire DoEd is tainted and should be eliminated.
