I am not so sure about his Nazi loyalty, although if you say Odessa perhaps you have better sources. 'Wehrmacht intelligence' was Abwehr, notoriously anti-Hitler / Nazi Third Reich. Gehlen had solid intel networks in Russia and was virtually indispensable / irreplaceable. He did not run like Bormann and Himmler.
Of course by the end of the war the Abwehr was no more, nor Amt 5 as constituted I imagine; it was absorbed by RSHA and and SS-Brigadeführer Walter Schellenberg... shades of John Brennan, eh?
