Might want to take an historical look at VA at the time of the Revolution (Jefferson) and follow it through the secession period of the 1860s. Focus on the who and when vis-a-vis the use of “commonwealth”.

technically speaking -there are only 46 states in the USA...and 4 “commonwealths” -Massachusetts, Kentucky, Virginia and Pennsylvania

It’s officially the “Commonwealth of Virginia”.
Their Constitution refers to themselves as Commonwealth.
