I think Sundance is full of CACA.
Read into the comments section and see that he is adamant the only way 45 can fully declass FISA is to either accept whatever redacted versions the various agencies come up with or fire people until he gets the answers he wants.
My understanding is that at the stroke of the pen on an EO a POTUS can declassify anything he wants to, despite the recommendations of those who may be against it (their excuse: reveals sources and means).
