I wondered about this as I have past experience with a private property easement in years past. I was then surprised to realize the extent of easements already in place for real estate - in my case there were established easements by the city, gas & electric + phone company, cable company, etc., etc.. Everything is/was set up long ago. In that case it was 5 feet, I believe, from the property line and would allow the city to do pretty much anything they wanted - the best example I heard was suppose there’s some problem with a gas line that they needed to inspect - the easements are there so they could just run a back hoe down the properties along the street and there would be nothing you could do. Glad to see + confirm the border is/was no different ;)
While that might get it for the wall, it won't be enough for the construction process.

That’s jogging a memory. Around about the time of the Bundy stand off, there was some reporting on the Bureau of Land Management trying to stake a claim along the shores of the Rio Grande.
Reviewing the litigation regarding the actual border between USA and Mexico, there’s a section where the Northern Bank was found to belong to an Indian Tribe. Further complications regarding the changing path of the river over time, and how BLM wanted to add land to BLM control, but never going the other way to landowners.
Don’t recall the exact details now.
Re: the Roosevelt Reservation.... the use of the land is limited to only one purpose...highway? I can’t remember the use, but I know the wall would be a real stretch.
RR refers to public lands, not private property.
