From the article linked below:
Since 1985, any congressional vote to stop the emergency can be vetoed by the president—and overridden only if there is a two-thirds majority in both chambers.

Seems like I found the playbook should Pres. Trump pull the trigger on this ?

They will refer to this document to justify judicial review:

Above my paygrade. I don’t know what the heck is really going on here. I’m thinking that the Shutdown is needed. Not sure why.

Except right now he is, under the radar, building sections of wall and dropping razor wire without the interference of courts or Congress. Why change the status quo at this point? Just keep quietly diverting funds and keep building based on past legislation. IMHO.

>>Trump would be in a strong position here: It’s doubtful that both the House and the Republican-led Senate would agree to end an emergency by the necessary two-thirds majority. With 235 seats, Democrats control just 54% of the House, but Norcross and other Democrats told Quartz there was growing support among Republicans to challenge a Trump declaration. In the Senate, where the GOP holds 53 of 100 seats, moderate Republicans would have to join Democrats in opposition.

******

And then there was Romney. And how active would he be to lead among the “moderate” Republicans to overthrow anything Trump wanted?
