Yes, but remember that an RIF may not apply to this type of shutdown. You also have to implement it with a highly recalcitrant and entrenched bureaucracy in a way that requires at least 60 days notice and the ability to move workers to an equivalent position somewhere else in the government. You also have Unions that will oppose this with lawsuits and sympathetic federal judges.

However, if this is the plan, and anyone is able to do this, it's President Trump!

The Unions just lost in court on their bluster lawsuit over the Shutdown business. A DC COURT! Can you believe that! I nearly fell over.

Let’s hope the reorganization plan is real. Trump will not err if it’s not a WIN. (However, he did break his own rule of engagement, sadly. Disaster in Syria today.)
