LOL. That’s what I was thinking too. All a long we have been in a state of Emergency related to TERRORISTS/war on terror.
We know Terrorists are coming over the boarder. That makes the wall Nat. Security/defense. In addition, the Omnibus bill that DJT threatened to veto, contains the funds for the wall/border security.
In addition the emergency over Human Trafficking exists so that’s another reason for border wall/security.
Because it was not part of a budget/appropriations procedure, money can be shifted around without going to Congress.
