If DHS is not financed then Border Patrol and ICE are not financed either {Thanks to the 'pubbies}. POTUS may have to call on the military to maintain border security.
I doubt Posse Comitatus applies in the event of an invasion. Only the military can repel an invasion. Not really a matter of semantics. Thousands attacking our border is, by definition, an invasion!
