Lol - I don’t know how it works. If the house is first then I suspect they’ll turn it down.
Senate can pass their Bill then the pressure is (really) on the House to pass it.
I believe they can put forward a bill, and then the House can vote on it.

The procedure is for the Senate to take up one of the House bills- requires 60 votes, replace all but the title with this bill- requires 51 votes, then end debate- requires 60 votes, then pass it- requires 51 votes.
Senate’s been doing it this way on appropriation bills since Daniel Webster. It is a little fishy IMO, but that’s a long precedent!
