Yes.
The procedure is for the Senate to take up one of the House bills- requires 60 votes, replace all but the title with this bill- requires 51 votes, then end debate- requires 60 votes, then pass it- requires 51 votes.
Senate’s been doing it this way on appropriation bills since Daniel Webster. It is a little fishy IMO, but that’s a long precedent!
So the Senate will need 60 votes to end debate? McConnell must think they have it. And then only a simple majority to pass. That’s good.
