The real Mark 9:23-25 is interesting, however, as it describes Jesus expelling a particularly stubborn demon from a a child. The demon was keeping the child mute (unable to speak) and sending him into life-threatening convulsions. The Apostles had been unable to help the child.
The father asked Jesus: "If you can do anything, take pity on us and help us.”
Here was Jesus' response:
Mark 23:23 “If You can?” echoed Jesus. “All things are possible to him who believes!” 24 Immediately the boy’s father cried out, “I do believe; help my unbelief!” 25 When Jesus saw that a crowd had come running, He rebuked the unclean spirit. “You deaf and mute spirit,” He said, “I command you to come out and never enter him again.”
Then why didn’t it go for the wall? I thought they didn’t fund wall...

It did. Part of it. If I recall, part of that funding established the ability to have contractors build mock-up walls ^on the border^ to then be able to bid on the contract for the full wall.
Steel slats was one of the mock-ups.
