Most chiefs and captains I know worked
their way up thru the ranks, with many
years to benefit their positions. Their
experience allows them to assess level
of threat, and to dispatch required
equipment and personnel.

Concur. I believe that you have to be a firefighter before you can take the exam for captain status. A couple of my gym buddies were firefighters, and the brother of one of them didn’t score well enough on the exam to be promoted. He took the test twice.
