Government agencies are not answerable to Congress? Your point is well taken. The issue here is whether the government could compel these two citizens to surrender their work product; to say nothing of the fact it would likely be leaked to the public (or at least to the Clintons) and rendered much less valuable.

Exactly! They are supposed to hold authority over these vaunted agencies, not the other way around!
This sane American is not happy to see the one Branch of government intended to represent us flouted with such arrogance.
