Well based on the other footage of that I’ve seen where W’s wife mumbles something and he seems to reply ‘yep’ but looks resigned, I don’t think the message was from the DS.
Plus if there was someone that was going to turn, and thereby receive protection consideration, of the whole lot I’d guess Jeb or Biden.
