What is the plan behind putting the vote so close to Christmas? My instinct is that they’re trying to maneuver Trump to not be able to shut down the government without becoming the ultimate Scrooge.

I agree they are trying to postpone until the new Congress. I also believe they know that the closer to Christmas this gets, the fewer Americans will hear, know or care.
Local derpiness pushed a 6.2 million bond issue thru our school district of 2200 registered voters in Dec back in the mid 80s. With that small of a community it was a HUGE tax burden for us. They barely slipped legally, we did fight in court, but the bond election was announced first week of Dec, election held Dec. 23. NO ONE KNEW ABOUT IT! (apologies for caps still paying those taxes) 139 people voted in that election if memory serves. And as you can see, this one is burned in my memory. I didn't hear or know about the election till January. Didn't vote. Sorry for the slide and anger issues. I just know the blood suckers use every tool in their fight. Christmas is one.
The number one responsibility of the US Congress is to fashion a working budget to keep the govt working --- they fail every time! One reason is to force 'continuing resolutions', to force base line budgeting, i.e. annual growing deficits.
With the last budget mess they put Prez. Trump in a position of ok-ing the budget or closing down the govt. They are putting him in the same position this time. He has said that he would not fall for that again.
We will see. This Congress is a worthless bunch of carpetbaggers!
