I guess the way General Sessions could be both good and bad is if his Ethics, his Dharma code would not allow him to be ruthless against the enemy at a time when it was absolutely necessary. One of my favorite stories is the Mahabharata, the Story of India, and one of the characters is Vidor, always restrained to the point of ineffectuality by his Ethics.
