To get your effect, it would be cheaper and more efficient to use solid plastic balls -- but, that negates "plausible deniabillity" when it comes to accusations of Excessive Force"...

Science. I deny it!
It is still a liquid filled capsule.

Fluid dynamics teaches us that a frozen liquid is still a liquid at temperatures above absolute zero Kelvin (-273C). Please note, Hobbes is no where to be found at that temperature.

All attributes of a liquid are still applicable (Laws of Physics) only at a much slower “delta” (rate of change).

Think glaciers.

Also note that some solids can be made to “act” like liquids under controlled conditions.

Case-in-point, the beans in a bean-bag repellant round act like a liquid ^inside^ the bag.
