Maybe by offering money to people to induce them to break laws and commit mayhem in other people’s countries, he is in violation of the Executive Order on Human Trafficking from last December and you know what that means! Dear Leader can freeze EVERYTHING. At least all his assets in the US which would have to be enough to sting.
