If you used good fresh peppers, proper drying methods I would eat them up. All experts and experienced people say use 4 senses as test for preserved food. Your peppers give you pause on the sight test due to color. When you feel them do they feel mushy or slimey? Smell, do they smell rotten? If touch and smell are good take a small nibble. If gross spit it out and toss the batch. Well, if they fail smell or touch toss too, but you get the idea. Based on what you say, I expect they are fine. My dehydrated peppers usually turn dark.

Federal Register shows Pres. Trump had 4 E.O.s in Dec 2017. None on 12/21/20147 and none with any mention of a 2019 date.
The E.O. mentioned on the WH site - 13818 - was actually signed 12/20/2017 and became effective at 12:01 a.m. E.S.T.
Since it’s been published in the Fed Register, it is in effect. No mention of a a 2019 date.

It has 01/01/2019 effective dates in it. I did not check for details.
Note: E.O.s to amend the Manual for Courts-Martial seem to almost happen every year, I randomly checked back as far Clinton 1998. Of what I checked, none had future effective dates.

7 congressional districts in Orange County.
The only close Representative race was the 38th district - a couple of hundred votes.
The rest of the Rep races in Orange County were lost by thousands, 3k, 5k, 9k, some in excess of 10k votes.
No way that many people leave a line or decide at the last minute to stay away.
