IIRC from 2000, the protocol for “close of balloting” reports are the total of (1) same day ballots, (2) early voting ballots and (3) absentee ballots _if properly postmarked_.
If the totals (difference) falls within a specified small percentage, then provisional ballots are counted through a verification process. This is determined on a race-by-race basis.
If the total is outside that percentage, a winner is reported and the results are sent to the SoS for certification.
I think “Most go with Election Night!” means whatever totals they had before the crapfest of forged, “found”, provisional ballots etc. I think POTUS said this because that is what is going to happen.

I think that would be fair. Maybe they would stop messing with the ballots in future if messing with them disqualified votes not counted on Election Day. Although I think we’re going to need official dual party monitors and chain of possession controls to really protect the vote. As well as voter ID.
