Does anyone know the rules for passing bills in one session of the House with the Senate passing it in the next session? If that’s possible, the House could pass everything they need for the next two years between now and January, and let the next Senate pass it on to the President to sign. Spending, wall, ACA, everything could be taken care of in the next two months.
I found my own answer. Bills are dead at the end of each two-year session. (If this is a reliable source.)
