I agree it’s weird, but I reckon all the local PDs called up the reserves.
Regular patrol officers who are SWAT carry the extra equipment in their cars and are ready whenever they’re on shift to be part of a SWAT operation.
Others (like reserve deputies) keep their crap at home or at the police station.
I think what we saw was a general call up of everyone to an active shooter event.

It is possible that the outer cordon was manned by the reservists, and the inner cordon was manned by the on-duty SWAT officers. The press was allowed to take pictures of the outer cordon.
I’m not disagreeing with anything, just offering my perspective.
I can’t explain the pictures of the dude(s) that looks like the equipment and clothing changed.
Could there be two white muffin stuffin dudes that look like each other? Mebbe.
