I don’t know any Filipinos that speak Spanish other than ones who live in CA and learned it there for work/etc reasons. Many have Spanish names, others have odd made up sounding names.
That is a good post by Rex. I posted link to the complaint above last night via CTH post. The document is written as to leave all options + possibilities open; they wanted to get the guy off the street. They are clearly doing more ... hopefully good + helpful lol. A lot of people forget it became a US territory after we took it from the Spanish in 1898 Spanish American War. When I was there - it was there in the 80s/90s it was Tagalog with a lot of English and smattering of Spanish words...many not quite true Spanish. But the Spanish influence through names and religion was still very apparent.
