My theory is they will test the saliva on the back of the stamps with DNA analysis and it will come back that the perpetrator is 1/1024 Native Peruvian.

The title actually makes perfect sense. OP is trying to point out that the package has UNUSED stamps....meaning, why even put stamps on something that’s not being sent through the US postal service????
Why not send through mail? Because THAT is a felony.
These planned delivery perps know that.
