Because it looks like a religious ceremony and not a political rally.
I haven’t seen the picture in question with TR but generally you’re not allowed to wear your uniform at a political event; wear civvies, then it’s OK.

It’s literally just a selfie taken at a service station when some lads in uniform saw TR and wanted a photo with him. He is not even registered with any political party and doesn’t represent any religion. No way does it break any rules. To say a picture with him alone aligns the army with a specific religion or political party would be absurd.
