However....read the details the 9th is split into 3 regions
Here is the kicker:
...and a Circuit Division which would hear certain cases including where two or more Divisions have reached final decisions of law that conflict.
So my guess is that the 3 divisions will be staffed by the existing judges.
And the new Circuit Division will have a set of all new judges appointed by President Trump.
So the Circuit Division essentially oversees the others.

My understanding from the plan I read 2-3 months ago is this is a transition plan until the final break into the true separate circuit(s) is finalized. Can’t remember how many final circuits we end up with.
At first I wasn’t a big proponent of adding another layer to the courts, already takes forever sometimes. If it is just a transition thing I’d be ok.
