The Jingyuan was one of the German built ships the Qing dynasty purchased in the latter part of the 19th century. The best classification of her is an armored cruiser. She was lost to the Japanese at the Battle of the Yalu during the 1st Sino-Japanese war. The Japanese fleet compromised mainly British built ships. I read a serious issue the Chinese faced was corruption. Funds meant for ammo was stolen so these ships carried duds and shells made out of concrete.

That was a false allegation.
Concrete and sands were added in order to make the shell play like a armor piercing.
