FISA applications, by rule, cannot be dependent on foreign intel and must come solely from US agents/agencies. THAT is why the Steele dossier is moot. Steele, a foreign agent, was allowed to surveil campaign operatives from US soil.

Intelligence obtained from Steele was then transmitted to UK (Downer) through the use of Nellie Ohr's short-wave radio setup (packet transmit).

That was, in turn, sent back to Brennan as UK-based intel and used in the FISA app.
