IMO, that’s only a small part of the panic. There’s much more to it than that.

Perhaps someone on the committee can ask Judge Kavanaugh if this piece of legislation is Constitutional given that paying out hush money prior to an election (as what MUST have been done many times) is obviously kosher under Congressional rules.
