I don't think so. The new financial system created both trade and fiscal deficits for the U.S., FOREVER ... until the system crashes.
I think we all realize that the national debt ($21 trillion and growing) is a cancer that can kill our nation eventually!
In my opinion, that was always the plan: To step in with an international currency when the USA inevitably came crashing down.
This is a MONSTER that POTUS Trump is attempting to deal with through GROWTH. In the NEAR FUTURE he will need to have a REAL Congress who will curtail spending and let the growth start to pay down the debt (i.e., MUST RUN SURPLUSES).
This is one of POTUS Trump's GRAVEST THREATS to the NWO--saving the USA from economic collapse which is so central to their plans.
In my opinion, stopping the DEBT SUICIDE of the US is a serious enough problem to justify DRASTIC MEASURES, as Abraham Lincoln was forced to take in order to save the USA; or, as the Founders were forced to take in order to create the nation.
