The story: The target was a warehouse, the map used by the HUMINT source to ascertain the coordinates for the target used 1929 Map Datum.
'Unknowingly', the coordinates were loaded into the Joint Direct Attack Munitions (JDAMs) as World Grid System 84 (WGS 84) which at the time was the standard datum for US Defense Mapping Agency (DMA) for use of the military. The world is mapped in WGS 84, at least the parts that have target interest to the US military. The 1929 coordinate position was different from the same coordinate position in WGS 84 with a delta of ~600m.
'Coincidentally' the Chinese consulate was below those grids in WGS 84. As a result the bombs went where directed, but not the 'desired' target. Of course this was the Clinton years, can't believe the toon would bomb his benefactors on purpose.
Yeah, there is that relationship that would suggest it being an accident.
