IMHO the reason Trump appears to be doing not much about all this other than his comments, and the reason the status of Mule and RR is still not clear, is because Trump/Q want it this way. A good fog of war to make the enemy blind as to what is actually happening.

I might add/speculate that another reason is timing.
There are certain things that Trump/Q want timed to coincide with the 2018 election, some before and some after. There are other things that need to be timed to the Jan 1, 2019 date for military tribunals.
