I have no idea, it could be anyone in the DS who is using it to send out messages (activate the sleeper cells).
But if I had to bet, I’d put my money on the white hats controlling it. Making the DS panic. Making the DS look bad. I’m not entirely sure why they would post such a thing, but if Podesta has really been arrested or otherwise neutralized, it makes sense that the white hats who took him out would have control of his phone and everything. (Remember that this is the guy whose password was “password”. So I doubt it would have been difficult to crack the code on his phone!)
