They don't interview the subject/target of a warrant before issuing one. I believe, if I'm not mistaken (#NoLawyer) that a hearing between the warrant seeker and the court may have been required.
If a hearing was required by law before issuing a FISA warrant and they didn't have one, that's a no-no.
