I don't think the issue is whether they interviewed Page. They don't interview the subject/target of a warrant before issuing one. I believe, if I'm not mistaken (#NoLawyer) that a hearing between the warrant seeker and the court may have been required.
If a hearing was required by law before issuing a FISA warrant and they didn't have one, that's a no-no.

No hearing required. The agency seeking the warrant has to show the judge what laws were violated and how, and what charges they want to bring. The judge is supposed to be the umpire and make sure everyone plays their part correctly.
So, if the judge didn’t do her job, it’s all defective.
