Couldn't they say they "went through a democratic process", took a vote on it? It is obviously more important to May that the Brits get their foot in the economic and trade door with South Africa before other nations. If you read about the history of the Holocaust, you will see that Germany saw to it that everything was legal. The German legal system was second to none, with legions of lawyers and judges trained in the best universities and law schools. perhaps the best legal scholars in the world.
