refers to China financial goings on. Just heard this and am posting to say this is, or is one of, the meanings of WATCH THE WATER. Why not, isnt China and their monetary things of high importance right now?!
Listening to JohnBatchelorShow previous night, Aug15, 10:30pm part of his show,2nd hr:
with GordonChang interviewing a China financial expert, he starts explaining what is going on there, big mess, lots of unhappiness etc and he says WATCH THE WATER, as in When The Tide Goes Out ——— like they had it good for a while but now not so much, referring to borrowing etc. Unhappy w Xi so he upset etc It gave name of expert but I didnt catch it clearly. Note similarities to what you posted on subject.
It goes by fast, I could add a bit more but will wait to see if someone will go there and listen to it
