Delawares loose regulations, coupled with the states aggressive positioning of itself as corporation-friendly, have increasingly come under national and international focus. Shell companies typically exist on paper only and shield the identity of a corporations ultimate (or beneficial) owner, allowing for the easier laundering of illicit funds.
These entities have come under the scanner for their role in facilitating tax evasion, particularly as governments have searched for new revenues in the aftermath of the 2008 economic downturn. Yet shell companies have also repeatedly been found at the center of international fraud, trafficking and even terrorist plots.

Hmmmmm. Who do we know in Delaware?
Once again, CP, I must respectfully push back on this Delaware thing.
The reason corporations are formed in Delaware is because the corporation laws in most other states—both statute and case law—are generally incomplete and perhaps a bit wobbly by comparison. (Exceptions are states like NY, and a few others making a conscious attempt.)
But Delaware also has part of their court system with expertise in corporation, securities law, patent law etc. Most sophisticated companies prefer a judge and case law that can at least hope to comprehend the issues at hand, when the inevitable litigation occurs. Few other states can match Delaware in all areas, and none have its reputation in the legal community.
In short, Delaware has made an excellent corporation law system a selling point for their state! What is wrong with that?
This article trying to pin something sinister on “Shell companies” etc. is probably just ill-informed—like most journalism—but without studying the whole site I won’t rule out an anti-capitalist bias.
