I will ask only:
Are the state senate and HR in session right now?
If not, when does their next session begin?
My experience with Illinois politics/politicians (We all left Illinois "about 15 minutes after my little brother's graduation" in the early 60's) has taught that those bums in Springfield only need to get the faint scent of cash before they attack to seize it.
If there isn't already a plan or an actual piece of legislation taxing retirement sitting on some desk somewhere, it won't take but a minute to get one stuck together.
JMHO, I'd boogey while there's still a Window of Opportunity.
