“Target for the plan to end is 3 years.
It doesn’t mean it was planed for 3 years it wouldn’t be the targeted time.”

I read that differently, and take it as meaning the planning has been going on for 3 years, not that it was planned to take three years to execute. I just re-read that whole drop and still feel my initial interpretation is correct. Change my mind.

However, I had been taking it the way you took it, that they had been planning it for 3 years.... but I find Steve Van Doorn’s take interesting and worth consideration. I hope the operation DOES go on for 3 years!

What does "targeted time" mean? Can it mean time you already took that is now fixed time or the planned time it will likely take in the future?

My argument is that that time you already took is known time you actually did take. It can't be a target in the past tense.

If Q removed the [target] then I would agree with you.
