Target for the plan to end is 3 years.
It doesn’t mean it was planed for 3 years it wouldn’t be the targeted time.

I read that differently, and take it as meaning the planning has been going on for 3 years, not that it was planned to take three years to execute. I just re-read that whole drop and still feel my initial interpretation is correct. Change my mind.
