Signs began disappearing in late 2015. To my untrained eye it looks like most are gone by September of 2016. My guess is the pic was taken pre 2016.

Hope those Google links work. I’m using street view walking up and down Portland. Each time I move, I check the street view timeline. Finding each step can bring a different time it was taken. Maybe finding a storefront seen in the Q photo disappear from the Google timelines might lead to a better timeline for the Q photo.

If you start here from the Google street view, you get the intersection on the first Q photo. Q’s was taken from a much higher angle.

Now spin around and look up. Langham Place. That’s where the photo was taken of the first one.
What this means, I have no idea.
