Sometimes, the only way champions can lose is to punch themselves out in the early rounds, seeking a quick knockout.
On the other hand, if a fighter gets far behind on points, they have no choice but to risk everything for that one knockout punch which is, by that time, low in probability and extremely risky. (Going all-out for a KO creates openings in one's own defenses.)
This is not the situation of WORLD CHAMPION POTUS TRUMP, who HAS THIS WON already. 2018 and 2020 are going to expand the MAGA wave, allowing POTUS to accomplish more and more of our agenda.
Why should he risk that for short-term satisfaction of arresting HRC for example ... thereby sucking all the oxygen out of the public discourse for the next few years? It would be like the OJ Trial on steroids!
I think POTUS will wait until he has a LOT MORE WINNING (including stronger control of Courts and Congress) under his belt, before using some felony prosecutions of high-profile scumbags to redress the Rule of Law.
In summary, PDJT is NOT a fighter who is behind on points. He is WINNING; and, he has ALL the RIGHT ISSUES on the front burner. Nevertheless, I'm sure he will take his KO shots when the time is right.
PS: I think an EXCEPTION to this waiting game might be busting Brennan, a real evil-doer who would not necessarily lead to the wrong kind of distractions from general WINNING. And it would certainly be an juicy piece of red meat he could throw to the MAGA Nation.

Just another random thought:
POTUS is playing the long game, he does not have to expend energy defending himself against RR and Meuller! POTUS OWNS THEM! He can remove them at will.
However, as long as RR and Meuller as well as the rest of the DS assets are having to expend resources and suicide assets or have them plead guilty to prevent discovery POTUS is shoring up the American economy, the engine of the world. He is also solidifying relationships with new allies while at the same time Red Pilling the rest of the world against the DS.
While the cabal prevents/protects the Clintons/Obama and friends and their US members try to save the uniparty system POTUS IS FREE to exercise his presidential authority and power under the Constitution and within the laws as written under the executive branch of our gov. POTUS also is wielding a mighty sword in Nicky Haley at the UN. Bolton is as we speak playing a hardball ground game around the world. POTUS has changed all the rules of the foreign policy game and the DS is reeling!
Winning! MAGA! Its WW! WWG1WGA!
