Why indeed? I can't think of a sound reason.
1. Some sort of perk for being part of the club?

I had a secret clearance. It ended when they handed me my discharge papers. So it goes for those at the bottom of the food chain.

This is also why Eric Schmidt was key as gmail accounts that are paid are not reviewed typically by staff as free accounts are, and the core storage allocated can easily be modified and the Google Drive associated to the account can be shared as well, especially when nothing is ever sent just viewed and modified. Once it went out “on the wire” it had to be coded to disarm system trying to track and look for keywords, senders etc.
