Yes. Neon has a good post, but it does not detail the payment, ie., drugs/humans/body parts/natural resources that ‘pay’ for those cool toys (weapons) we send them. This scheme satisfies one level of the pyramid. The level above the this layer of the pyramid feasts off of the death/destruction/despair that is created. This then feeds the evil one, no?

The purpose of the article seemed to me to be simply to sketch out the structure and extent of the rat line, not necessarily every detail of it operation, which has much yet to be unearthed by the chans, FReeQs, and other researchers.
As I understood it, while what you suggest is probably part of the equation of the finances, a major part of the payment scheme had to do with the piles of cash found in Red Cross medical equipment boxes, which has been documented. RC of course, disavows the documentation, but what do you expect? Much of that info was in a previous article posted last April, which was referenced in the Purple Shovel article.
Much of the money used by the RC is thought to have come from the various stashes which Kaddaffi left hidden all over Africa. A girlfriend of one of his sons is said to have found the “map” so that the cabal has located the stashes. RC was drafted because of its open borders/ only-medical-stuff -here-so-don’t- search-me status.That’s at least what I’ve gathered from it.
The RC may have a larger role. Human trafficking maybe?
