Just got charged $2400 for a new water heater.

Apparently this is standard price for the install, sales taxes, labor, disposal fee, "code upgrades," etc. My next door neighbor paid the same amount last year.

Sucks to be a homeowner w/o construction skills in a blue state.

I half think people in the trades push for code upgrades to make everything cost more. And they seemed shocked that I would question their prices. Got a 10% discount FWIW.

Lucky here Pan has hose to cellar floor drain.

1st floor condo. Plumb a hose to an inconspicuous outside wall if accessible

I suppose in city limits or in really urbanized counties, there are restrictions on home improvements by owner- but that is the price of living in such locales. me, I live in a rural MO county where no permit is required except to build a new home. Never would live in any other situation.
