I won’t swear to that, but that is my current theory.
Also note that the Navy did NOT say “We didn’t launch it”. They said “The base has no missile capabilities. There was no launch from the base.”
You got that right. The official statement from the Navy was so weasel-ly that it practically screamed “submarine launch.”
