If it's a minus rather than a dash, it could be some kind of countdown to something. I really can't say. Lots of people have some ideas on 23, though.

Now the makes sense though there are a few different iterations: days, hours, minutes. So it could still be 11 tonight or in another 23 days...ugh I hope not..
