It seems more plausible that it may have been a pre-arranged signal to somebody in the actual meeting to go a certain way IN THE MEETING depending on the signal.
Why would they have to signal the Pentagon so cryptically?

I think the point is, is that it WAS a signal! That’s pretty cool right there, and so now we are all watching the water!
